Crook county non resident hunting

newby here. A good friend has graciously invited me to hunt his place in crook county ,WY. says mostly whitetail hunting, elk and muleys scarce. Having never hunted WY I wonder what I can expect, and what do I need to purchase to prep for this hunt? The wy game and fish site is very confusing, I tend to leave it with a headache. I suppose the safe thing is to just call. Any help appreciated.
 
It looks like Crook County is Region A:

and the season in Region A is: Nov. 1-20 for Mule Deer and 1-30 for Whitetail:

Antelope looks like it is Unit 1, 2, 3, 4 or 5:

You need to ask your good friend if he has antelope as well and what unit his ranch is in and decide if you are going to hunt the first 3 weeks of November.

Good news though as the season runs from Oct 1. - Nov. 20 in all of the units or at least it did last year:

Applications are due May 31st, so you need to figure out the unit and if you are going to apply for a doe antelope tag in addition to the deer and antelope buck tags or if you want to try and buy them over the counter when you arrive and if you arrive (others can chime in if they know if there will be leftover antelope and deer tags in those areas). It looks like Units 1-4 antelope and Region A are easy to draw as a 1st choice:

You cannot turn your tag back in once you buy it.

yes you can turn your tag back in for most of the funds back if you can not hunt. But must be before the season I believe. I do know someone who had to do this.

That applies only if you have a Doctor's paperwork that states you are physically incapacitated such that you cannot hunt. No other reasons are allowed to turn in a license/tag once it is issued.

He blew it and bought the wrong area. There were still tags in our region avalable so he called WGF to see if he could exchange them. They basically said so sad to bad. Not our problem. He asked if he could just turn the tag back in, and they
told him the same thing. The only way to turn a tag in was for medical reasons with a doctors note. And it sounded like even that was complicated.

It is complicated even with Doctor certification. My best buddy in Sheridan had an elk hunt planned with his Dad and they both drew tags. His Dad ended up hurting a knee badly enough that he had to have replacement surgery before the season started and even with paperwork from his Surgeon stating hunting was out of the question it was like pulling teeth before the G&F finally refunded his license fee minus the $14 application fee.
