Cow Elk in area 129

We will be antelope hunting in one of the antelope units that is in this elk unit. There are several cow/calf tags left, is it worth buying one or are they only on private land? Thank you for your help.

In fact, there are 163 of the 300 tags still not sold and there is a big reason for that---lack of access just like for antelope. I would not waste over $300 for one of those tags in that area if my principle reason for being there was to fill an antelope tag and that will probably be hard enough to accomplish without worrying about filling an expensive elk tag..
