Cow Elk in 58?

I'm taking the wife on a cow hunt in 58 the week of the 8th. It appears that I can glass the fairly open terrain above the gravel road that cuts across the National Forest, under the Carter rim. The question is, I don't expect any real weather by then so am I safe to assume the cows will still be up there rather than down out of the forest and on the HMA?
 
those cows will get pushed down from other hunters.. this coming wednesday the weather is going to get really cool in the low-lands. so there is a high chance of some good cold weather in the mountains, who knows maybe snow.
 
My quest for elk got started in that country. WE were there about 8 years ago hunting mule dear. One morning we were heading up the carter before light and the road turned into a heard of elk. That wes the first time I saw elk.That day we saw 2 heards off the right hand side of the road if you were heading up about 3/4 of the way. We had 2 inches of snow one day that week and that was it. We rented a house on that trip and I did get an average buck on the last day of our hunt. It was on the left side about 2/3, 3/4 of the way up by an old cabin along the creek.
