What is that website where you can build your own animated cartoons? Guys have used it here a time or two in the past to mock one thing or another.

Wasn't Jib Jab. Someone used it in one of the SFW dramas. You can build an animated cartoon setting then add voice. The voices are male or female monotone computerized voices that put text to speech. Thought GTS would find it but no dice.
