I took it to mean he wanted to buy somebody's deer tag. It was something to the effect of; if you can't make it out to hunt this season, he'd was willing to buy the tag and take his son out. If it was a legit ad, his heart was in the right place. However, Utah's tag allocation process isn't set-up that way. I'm guessing he meant Utah, didn't say for sure. Not a bad idea, but only CWMU's can do that. Maybe also landowner tags?
