Can you get pref points back--Elk Tag

If you put in for the elk draw (or deer), draw a tag, and then later cannot go...what are your options? If any?
Can you get your pref points back?

The short answer is no. There are exceptions like injuries but WY is not like UT, NV,CO or MT.
