I assume you ask about Limited Quota tags. The answer is Yes, the caveat is that as a NR you limited to no more than 10% of the tags. So if your number comes up, for your group application, after 10% of NR have already drawn, neither will be drawn. Historically, few units meet this limit so the probability it will effect you is not high but does exist.
