I looked through the dnr info and can only find what is a black powder rifle. I was trying to find any restrictions on hunting with a muzzle loader in your state. as far as scopes and powder and bullet restrictions.
Ya those porn sites will make your keyboard very sticky!
"Any muzzle-loading rifle or muzzle-loading pistol of at least .40 caliber and firing a lead or expanding point bullet using a charge of at least fifty (50) grains of black powder or its equivalent".

This is about as much info you will find in deer/antelope/elk regs for rules to follow. this info is directly stated game and fish
?Muzzle-loading Firearm? means a muzzle-loading rifle or muzzle loading handgun of at least .40 caliber and using a lead or expanding point bullet using a charge of at least fifty (50) grains of black powder or its equivalent.
As far as I know I don't know any special muzzleloader seasons. You have to follow when rifle season opens. I don't know of any special areas either. But I may be wrong . I have never seen nor looked into it nor heard.
There is actually one deer unit north of Rawlins that is archery or muzzleloader only also. You can use a muzzleloader during any open rifle season for any species, but you must wear your fluorescent orange.
