Sorry if this question has been beat like a dead horse.
Does Wyo. hold your check/charge your card when you apply? Or do they cash/charge at the time of your application? The full amount as a non-resident?

Yep, they cash the check or charge the card as fast as they can after you apply. They are pretty good about getting your refund back in a timely manner if you don't draw, but except for elk, they hold that money quite a while even before the draw takes place.
