Antelope Leftover licenses

If I draw a non-resident Antelope buck tag, can I apply/purchase another non-resident buck antelope leftover tag?
 
This past season there were no left over doe tags where Eelgrass and I were hunting. Only hunted Bucks and came home with one.

This past year it was Lope Areas 1-5, 8, 9, 10, 15-26, 28, 29, 102, 109 and 113 that allowed a second Type 1 Any Lope tag. Couldn't apply for the 2nd tag until the leftover drawings were over, though.
This additional license did not have to be in the same Area as your first.
I'll opine as to thinkin' not too terrible much is apt to change for this year, but I don't really know about that yet...

If you can get the area 29 tag I can give you a little edge. Save my email and write me in Aug to remind me after the second draw is over. Ace Hardware in Douglas sells over the counters by fax. If things go right for me I will be gone before the guns come out in 29 and could give you a scouting report in the field if we could meet up there a day or so before gun season.

Sorry I'm not trying to highjack this thread - but those units you mention, is there any public/walk in ground to hunt? I've looked at all the old antelope threads trying to learn as much as possible. I live in Oregon - I drew my first antelope tag last year after waiting 11 years, and I really want to hunt goats again without waiting another 11+. For a working guy that can't afford much in the way of paying an outfitter- any of those units better then another?? Appreciate any info.

All of these Areas have some accessible public ground, however some have a lot more than the rest. Lope 20 and 18 fall into this category the best, plus the reply above from Pat is a fine offer.
Gotta remember these Areas comprise a large amount of country with BLM and School Sections dotted all over the place. Sticking with Areas that contain big chunks of Public has always been more fun hunting than Section-hopping for us, though. Either way, you'll have your fair share to pick and choose your Lope from. They being prolific in this part of the country is almost an understatement.
By the by, looks like 28 has been absorbed into 26.

Why did the antelope hunter cross the road after 20 some years??? To get more ground to hunt :) Guess I will need to look at the maps and see how much government ground is on the other side of 59. I saw some very nice goats over there this past season!!
