Additional deer tag

My brother in law is leaving the country for 2 years and wants to hunt another Mule deer before leaving. He has already filled his tag on the archery hunt so I believe his Utah options are toast, correct? He was thinking he could buy a landowner tag or something but I thought if you have already taken a deer in Utah you can't hunt another buck again in the same year even if you buy it somewhere. Is this correct?

If so, can anyone offer some advice on a deer tag he could buy for an out of state hunt, most likely the rifle hunt. Any help or suggestions is appreciated as neither of us have done the pay to play hunting before

Awesome, I think Idaho it is! I have never hunted in Idaho before, anyone have any advice on what unit to hunt in that has decent deer numbers in it? Bonus if it has good bear numbers in it as well!
