It is so crazy, that it might just be true. Think of it, if the deputy screwed up and wrecked his car. trying to convince his superiors that a bear caused it by falling on his car is just out of the world. The deputy, if he is lying about what happen, would have been more likely to say that a bear ran in front of his car and he wrecked while taking evasive action to keep from hitting the bear.

If I hadn't seen this, I wouldn't believe it. But it is possible... I came across a family in central Idaho years ago who's family wagon had been pretty mangled by a cub falling out of a tree onto it. With hair and blood for proof. I couldn't imagine they'd hit the bear with their roof, but zero damage to anything else....
