900-00 Antelope as a 2nd choice

My understanding is that because Montana considers every applicant's first choice before any second choice applicantions that it is basically impossible to draw the 900-00 archery antelope tag as a 2nd choice. There has been slightly more 1st choice applicants than there are tags available so there are no tags available for 2nd choice applicants. Is my understanding correct?

correct,as long as the apps outnumber the tags its a waste of time as a second choice,I usually go for a doe tag in my area as a second.
