Looking to hunt pigs and deer in January. But I’m confused by the term “nonpermit”

Can some one give me some insight?

Those are OTC tags and are unit and date specific. Deer have quotas, so units may or may not be open.
 
Both are valid for one calendar year. I always buy my deer at the end of Dec for the following year. NR OTC deer have a cap and sell out quick. Never bought a javelina OTC, but buying in Jan would make the most sense so it'll be good for the whole year.

Regulations spell it out pretty good.

Edit: Most of those archery OTC hunts aren't in the best javelina hunts.
