It’s missing the white stripes on the brim.

There appears to be white letters on the front of the hat just above the brim. It may be a "make America Great" hat. If it is, he is getting even with the Dems for booting him out of the campaign.

You are right about Sleepy Joe not being that sharp, but his wife is and she strikes me as being very vindictive and may be irate over losing her position as first lady. She may have given the hat to him and him not knowing what it may project.
