Congratulations! That’s awesome I know you were max, you are applying for the same unit I’m holding out for, hope you post about your hunt. When I draw in the next twelve years haha I will have to hit you up for advice.
 
I didn't apply in the draw but I went online this morning and bought a license, and to my utter amazement they had some left over B tags so I bought one. :)
 
It would be tough to justify the cost of a CA nonresident license against the odds of drawing a good tag here. The lifetime license would turn applying into a no brainer.

I believe there isn’t a NR quota but NR pay more for the license/tag fee. Also with a lifetime license a NR is issued a CA license every year so they only have to pay the application fee and the NR price if they draw a elk, sheep or antelope tag.

Nonresidents can't draw more than 1 elkor antelope tag per year. Sheep is no less than five and no more than 10 percent of available tags go Nonresident

No less than five go to nr ? I don’t think that’s accurate I think it’s up to 10 percent of the tags can go to a nr but they are in the same random/max point pool as the residents.

I've never heard the "no less than 5%"......I don't believe that is true

ELK AND PRONGHORN TAG APPLICATION RESTRICTIONS

Applicants must be 12 years of age or older on or before July 1, 2021, and possess a valid 2021-22 California hunting license. Only one nonresident may be drawn for an elk or pronghorn tag annually.

Not more than 10 percent of the bighorn sheep tags shall be awarded to non-residents each year.
 
A non-resident with a life time license is still subject to the 1 elk tag & up to 10% of sheep tags rule for all non-residents. Once an elk tag is drawn by a non-resident everyone else is done.

With nr only being able to draw one elk and one antelope tag I have to imagine that as a nr applying for those species it would be a random draw otherwise every year a max point nr applicant would draw and no one would have an opportunity unless you were at the max point pool.

I have always wondered if as a nr with a lifetime license if in the draw are you consider a resident or a nr for that max draw quota of sheep 10 percent, elk and antelope 1 and if drawn what does that take away from the nr percent or available tags or the resident? I never have found anything that clarifies this.

“Lifetime Licenses Are Available Only to California Residents
You must be a California resident to purchase a lifetime license. If you move out of California, your lifetime license and the privileges you have purchased will still be valid. You are still eligible to purchase lifetime additional privilege packages. If you reside in another state, you are a nonresident, unless you are enrolled in the Job Corps, or on active duty with the U.S. Armed Forces. If you wish to apply for big game drawings or need additional hunting tags which are not included with your lifetime privilege packages, you must apply as a nonresident and pay nonresident fees.”


The language is very clear. With the lifetime license and additional privilege packages you are entitled to your hunting license, 5 pig tags, 1st deer app, upland game stamp and CA duck stamp at no cost.

When you go through the draw process, you have to certify you are a resident, just like any other western state. You are a NR unless you falsify your residency during the app process for purposes of the sheep, antelope, and elk draws. Having a lifetime license does not make you a resident for these species…

I believe what he’s saying is that when the draw takes place, you are treated as a resident during the draw process. If selected as a NR (draw) and there are NR tags available (1 elk/antelope, % of sheep), then you pay NR tag fees. At least that’s the way it was explained to me by Kali F&W back in the day when I purchased it.
 
I researched the lifetime license a bunch a couple years ago. Read all I could find, exchanged emails with F&W and talked to everyone I could get on the phone. The law is written pretty vague but everyone told me if I moved out of state I was considered a NR when it came to the elk, antelope & sheep quotas. They also told me the deer was different & I wouldn't be subject to NR restrictions. Still not completely sure if I got the correct information?

Do you know the G3 area well? I drew an Open Zone tag and that zone is on my list of tag not filled by Dec 4th

If I had your tag, I would concentrate on X1 or X2. I'd ask around here. I think you'll find bigger deer in X2 I think it is. I just really want to hunt G3 because I like the looks of that country and there will be lots of deer to look over.....whether good quality bucks or not....just enjoyable seeing that many deer. Congrats on the tag. Lucky guy!
 
Despite what you may have heard, California has big deer, just not as many as Colorado, etc. We're not even close. But, they exist in every unit.

Last year seemed like a banner year as I have many texts of big Cali blacktails AND muley's, but I can't share them. If I had your tag, I'd be doing what you're doing. Good luck on your hunt(s).

California may have a couple big bucks, but relative to the amount of hunters, it's terrible!
