I believe even with a CA lifetime license you are considered a NR when you move out of state and are subject to NR quotas for elk, sheep, and antelope...Are you still applying as an AZ resident? Do you have a lifetime license?
I believe there isn’t a NR quota but NR pay more for the license/tag fee. A non resident with a Cali lifetime license that they bought when they were a resident of the state of Cali is considered a RESIDENT in the drawing.....up until it's time to pay for the tag........
I believe what he’s saying is that when the draw takes place, you are treated as a resident during the draw process. If selected as a NR (draw) and there are NR tags available (1 elk/antelope, % of sheep), then you pay NR tag fees. You must be a California resident to purchase a lifetime license. If you move out of California, your lifetime license and the privileges you have purchased will still be valid. You are still eligible to purchase lifetime additional privilege packages. If you reside in another state, you are a nonresident, unless you are enrolled in the Job Corps, or on active duty with the U.S. Armed Forces. If you wish to apply for big game drawings or need additional hunting tags which are not included with your lifetime privilege packages, you must apply as a nonresident and pay nonresident fees.”
The language is very clear. With the lifetime license and additional privilege packages you are entitled to your hunting license, 5 pig tags, 1st deer app, upland game stamp and CA duck stamp at no cost.
When you go through the draw process, you have to certify you are a resident, just like any other western state. You are a NR unless you falsify your residency during the app process for purposes of the sheep, antelope, and elk draws. Having a lifetime license does not make you a resident for these species…

That’s who I spoke to.....she told me then that they do not hold two separate drawings (NR and R)......NR’s are in the same draw. However, when a NR is drawn (in max pool) for elk, pronghorn, or sheep, the NR quotas are implemented.Email Lai ([email protected]) and ask here these questions. She's super responsive and friendly.

Do you know the G3 area well? I drew an Open Zone tag and that zone is on my list of tag not filled by Dec 4thI have given up on everything Cali except waiting to burn points on Goodale. I know it's not the best hunt in Cali... blah, blah, blah. I do think it is the best unit in Cali to see TONS of deer and to be able to hunt bucks in the heat of the rut. With max points, I hope to draw in the next 5 years...or this year....or in 15 years....who knows!!
If I had your tag, I would concentrate on X1 or X2. I'd ask around here. I think you'll find bigger deer in X2 I think it is. I just really want to hunt G3 because I like the looks of that country and there will be lots of deer to look over.....whether good quality bucks or not....just enjoyable seeing that many deer. California may have a couple big bucks, but relative to the amount of hunters, it's terrible!Despite what you may have heard, California has big deer, just not as many as Colorado, etc. We're not even close. But, they exist in every unit.
Last year seemed like a banner year as I have many texts of big Cali blacktails AND muley's, but I can't share them. If I had your tag, I'd be doing what you're doing. Good luck on your hunt(
