Check those moose populations and permits in a simliar time frame. It's even more dismal than sheep. In 2001, a total of 1,379 hunters harvested 806 bulls, 337 cows, and 72 calves. Compare that to 2023 where 314 active hunters took 251 bulls, 42 cows and 2 calves.

Ewe tags are all on random draw, no points.

A 50/50 split would result in 6 random NR sheep licenses for the 2024 hunting season. It would be a simple and easy fix to the system. No need to reinvent the wheel.
