Berger 180 target hybrids worked great out of my 28. Closest elk kill was around 100 yards, farthest around 550.
Currently shooting the 143 Hammers at 3500 MV, they also do a great job.
Do it all scopes are going to be your 65mm class. If I could only have one, probably the Kowa 66a. Good thing I'm allowed by law to have 2! So I have the Kowa 88, and the Kowa 55.
Quartering shot at 400 yards you say? With something even smaller than said .270? Basically impossible some would say... Well, some people that either don't know Elk, don't know their rifle, or just plain can't shoot...
It sounds like you in fact did get sold a bill of goods. But, you shot yourself in the foot by quitting early. That gives the outfitter all the advantage in any kind of dispute.
Did you get references from previous clients that had hunted the same property?
